Estonia Launches Procurement for EU Digital Identity Wallet Service Provider

The Estonian Information System Authority (RIA) has launched a public procurement to find a partner to develop and provide the EU Digital Identity Wallet in Estonia. With the application deadline set for 29 June 2026, eligible companies are invited to submit their applications before the deadline.

The procurement seeks a comprehensive solution that will enable Estonian citizens to securely store and present authentication data, use various types of electronic attestation of attributes and give digital signatures. The selected partner will develop and implement the EUDI Wallet in Estonia and provide the Digital Wallet service for a period of five years.

According to Margit Aus, Head of the EUDI Wallet at RIA, the solution must be compatible with Estonia’s existing eID ecosystem while complying with EU requirements. The procurement covers the full scope of technical solutions required, including the issuance and management of person identification data, electronic attestation of attributes and digital signature services.

By the end of 2026, all public sector bodies across EU Member States, including Estonia, must be ready to accept EU-compliant digital wallets. RIA is already preparing to meet this deadline and is conducting parallel analysis to support agencies in implementing the new requirements.

Estonia is one of 13 countries participating in the Aptitude consortium, working together to bring the EU Digital Identity Wallet to life across Europe.
