Aptitude contributes to Dutch discussions on EUDI Wallet implementation and cross-border services

From 23–25 September 2026, Rotterdam hosted two connected events focusing on the implementation of digital identity in the Netherlands and its interaction with wider European digital infrastructure.

On 23 September, stakeholders involved in the Dutch digital identity framework and the European Large-Scale Pilots gathered at the EDI–BLSP Meet-up, organised by the EDI-stelsel NL Programme and the Bureau Large Scale Pilots (BLSP).

The meeting focused on translating European digital identity requirements into Dutch practice. Discussions covered eIDAS 2.0, digital wallets, the onboarding of wallet-relying parties, authentic sources, Common Source Access, verification obligations and the route from source data to digital attestation.

Practical experience from the European Large-Scale Pilots was also part of the programme. Developments within Aptitude and WE BUILD were shared, providing insights for the further development and implementation of the Dutch digital identity framework and connecting European pilot experience with national implementation.

The discussions continued on 24–25 September with Europe goes Once-Only: The Netherlands Edition. Around 300 participants from 23 EU Member States and 7 partner countries exchanged knowledge and practical experience around the Once-Only Technical System (OOTS) and its role in cross-border procedures.

OOTS enables a competent authority, at the user’s request, to obtain official evidence from an authority in another EU country, reducing the need for citizens and businesses to repeatedly collect and submit the same information. The event also explored how OOTS can work alongside the EUDI Wallet and the Dutch digital identity framework. Scenarios included using a wallet to access an OOTS procedure, making evidence retrieved through OOTS available in a wallet, and using OOTS services to verify information before a digital credential is issued.

Together, the two events addressed different but connected aspects of Europe’s evolving digital infrastructure: translating European digital identity requirements into national implementation and enabling digital identity solutions to work alongside cross-border systems such as OOTS.

For Aptitude, the EDI–BLSP Meet-up provided an opportunity for experience from the Large-Scale Pilot to contribute to the further development and implementation of the Dutch digital identity framework, while Europe goes Once-Only placed these discussions within the broader context of interoperable European digital infrastructure and cross-border services.
