Aptitude (Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem), funded by the European Commission under the Digital Europe Programme, aims to advance the next generation of secure, user-friendly and interoperable digital identity solutions. Building upon the achievements of previous Large-Scale Pilots (LSPs) – NOBID, DC4EU, POTENTIAL and EWC, Aptitude accelerates the deployment of the European Digital Identity Wallet (EUDIW).

Aligned with the eIDAS 2.0 Regulation, which addresses digital transformation challenges and supports the development of a pan-European digital identity framework, Aptitude supports the European Commission’s goal of ensuring every EU citizen has access to a trusted digital identity by 2026. The project focuses on privacy, security, usability and cross-border interoperability, setting the foundations for a scalable and legally robust European digital identity ecosystem.

Led by the Ministère de l’Intérieur (France), the Aptitude consortium unites more than 141 public and private organisations from 13 European countries (Czech Republic, Estonia, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Netherlands, Poland, Portugal and Ukraine), including governments, industry leaders and technology experts. The partners involved will pilot and scale up the EUDIW across multiple real-world scenarios, reinforcing Europe’s commitment to digital sovereignty, data protection and citizen empowerment.

Aptitude’s pilots will be launched progressively, testing the digital identity wallet in real-life scenarios. The project supports the European Commission’s ambition for full-scale implementation of the European Digital Identity Wallet by 2026, making the wallet available to the public in phases as Member States and stakeholders finalise integration and certification for their countries.

The current Aptitude project will validate and demonstrate the EUDIW in four pilots aiming to incorporate the solutions in the EU wallet:

1. Digital Travel Credentials (DTC): Seamless border crossings using EUDIW-based digital passports.
2. Tickets & Check–in: Effortless hotel check-ins, boarding passes and transport tickets via the wallet.
3. Mobile Vehicle Registration Certificates (mVRC): Digital car ownership and rental services.
4. Payments & Banking: Secure and convenient digital transactions for online and physical payments.

Aptitude represents a decisive step towards a trusted, unified digital identity ecosystem across Europe. Through cross-sector collaboration and a strong legal foundation, Aptitude paves the way for a secure digital future where citizens have full control over their identity and data anytime, anywhere in Europe with a click of a button on their EUDIW.

• Latvia will implement the European Digital Identity Wallet (EUDIW) as a state-owned solution, with the State Digital Development Agency designated as the official provider and the Ministry of Smart Administration and Regional Development serving as the policy authority. To support this, Latvia is developing a centralised infrastructure, including a national attribute management system based on DAGR, a secure data distribution platform, and VIRSIS, a metadata and interoperability system, enabling standardised and secure data exchange. Legislative amendments are underway to ensure full alignment with the eIDAS 2.0 Regulation. The aim is to ensure full deployment of the EUDIW by the end of 2026.
• As Latvia is currently prioritising the core implementation of the EUDIW, discussions are ongoing on potential future functionalities, such as age verification, disability cards, mDL and payment functionality, which may be considered as the national deployment framework evolves.
• As part of the Aptitude Large-Scale Pilot, Latvia will build on components developed during the NOBID project, with a focus on the synchronisation and enhancement of the national wallet infrastructure. Drawing on insights gained from earlier pilot activities, Latvia will also continue examining the potential piloting of payment functionality as part of its contribution to the broader European ecosystem.

Aptitude (Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem) ir Eiropas Komisijas finansēts projekts programmas “Digitālā Eiropa” ietvaros, kura mērķis ir attīstīt nākamās paaudzes drošus, lietotājam draudzīgus un savietojamus digitālās identitātes risinājumus. Balstoties uz iepriekšējo lielapjoma pilotprojektu (NOBID, DC4EU, POTENTIAL un EWC) sasniegumiem, Aptitude turpina attīstīt Eiropas Digitālās identitātes maka (EDIM) ieviešanu.

Projekts atbilst eIDAS 2.0 regulas prasībām, kas risina digitālās transformācijas izaicinājumus un veicina visaptverošas Eiropas digitālās identitātes sistēmas izveidi. Aptitude atbalsta Eiropas Komisijas mērķi līdz 2026. gadam nodrošināt katram ES iedzīvotājam piekļuvi uzticamai digitālajai identitātei. Projekts koncentrējas uz privātumu, drošību, lietojamību un pārrobežu savietojamību, veidojot pamatu mērogojamai un juridiski noturīgai Eiropas digitālās identitātes ekosistēmai.

Projektu vada Francijas Iekšlietu ministrija, un tā konsorcijā apvienojušās vairāk nekā 141 publiskā un privātā sektora organizācija no 13 Eiropas valstīm (Čehija, Francija, Grieķija, Igaunija, Itālija, Latvija, Lietuva, Nīderlande, Polija, Portugāle, Ukraina, Ungārija un Vācija), tostarp valsts pārvaldes institūcijas, nozares līderi un tehnoloģiju eksperti. Plānots, ka iesaistītie partneri testēs un piemēros EDIM dažādos dzīves scenārijos, stiprinot Eiropas apņemšanos nodrošināt digitālo suverenitāti, datu aizsardzību un iedzīvotāju iespēju kontrolēt savus datus.

Aptitude aktivitātes tiks īstenotas pakāpeniski, pārbaudot EDIM darbību reālās dzīves situācijās. Projekts atbalsta Eiropas Komisijas ieceri līdz 2026. gadam pilnībā ieviest EDIM, pakāpeniski padarot to pieejamu sabiedrībai, kamēr dalībvalstis un iesaistītās puses pabeidz integrācijas un sertifikācijas procesus.

Aptitude pilotprojekts verificēs un demonstrēs EDIM caur četriem lietojuma gadījumiem:

1. Digitālie ceļošanas dokumenti (DTC): vienkāršota robežu šķērsošana, izmantojot EDIM digitālās pases.
2. Biļetes un reģistrēšanās: ērta viesnīcu reģistrācija, iekāpšanas kartes un transporta biļetes, izmantojot EDIM.
3. Mobilie transportlīdzekļu reģistrācijas sertifikāti (MVRC): digitāla automašīnu īpašumtiesību un nomas pārvaldība.
4. Maksājumi un banku pakalpojumi: droši un ērti digitālie maksājumi gan tiešsaistē, gan klātienē.

Aptitude ir nozīmīgs solis ceļā uz uzticamu un vienotu digitālās identitātes ekosistēmu Eiropā. Pateicoties starpnozaru sadarbībai un spēcīgam juridiskajam pamatam, projekts palīdz veidot drošu digitālo nākotni, kurā iedzīvotāji varēs pilnībā kontrolēt savu identitāti un datus jebkurā laikā un vietā, tikai ar vienu klikšķi savā EDIM lietotnē.

• Latvija ieviesīs ES Digitālās identitātes maku (EDIM) kā valsts nodrošinātu risinājumu. Par oficiālo EDIM izdevēju ir noteikta Valsts digitālās attīstības aģentūra, bet politikas īstenošanas iestāde – Viedās administrācijas un reģionālās attīstības ministrija. Izstrādes atbalstam Latvijā tiek izstrādāta centralizēta infrastruktūra, tostarp nacionālā atribūtu pārvaldības sistēma, kas balstīta uz DAGR (drošas datu izplatīšanas platformu), un VIRSIS (metadatu un savietojamības sistēmu), nodrošinot standartizētu un drošu datu apmaiņu. Pašlaik tiek gatavoti likumdošanas grozījumi, lai pilnībā saskaņotu regulējumu ar eIDAS 2.0 prasībām. Mērķis ir nodrošināt pilnīgu EDIM ieviešanu līdz 2026. gada beigām.
• Tā kā Latvija šobrīd koncentrējas uz EDIM pamatfunkcionalitātes ieviešanu, dotajā brīdī vēl notiek aktīvas diskusijas par iespējamajām nākotnes funkcionalitātēm, tostarp vecuma pārbaudi, invaliditātes apliecībām, mobilo vadītāja apliecību un maksājumu iespējām, kuras varētu tikt apsvērtas laika gaitā.
• Aptitude pilotprojekta ietvaros Latvija turpinās attīstīt risinājumus, kas izstrādāti NOBID pilotprojekta laikā, īpašu uzmanību pievēršot nacionālā EDIM infrastruktūras sinhronizācijai un pilnveidei. Balstoties uz iepriekšējā pilotprojekta laikā gūtajām atziņām, Latvija arī turpmāk izskatīs iespējas testēt maksājumu funkcionalitāti, tādējādi sniedzot ieguldījumu plašākas Eiropas digitālās ekosistēmas attīstībā.
