Aptitude – For European Digital Identity

    Aptitude (Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem), funded by the European Commission under the Digital Europe Programme, aims to advance the next generation of secure, user-friendly and interoperable digital identity solutions. Building upon the achievements of previous Large-Scale Pilots (LSPs) – NOBID, DC4EU, POTENTIAL and EWC, Aptitude accelerates the deployment of the European Digital Identity Wallet (EUDIW).

    Aligned with the eIDAS 2.0 Regulation, which addresses digital transformation challenges and supports the development of a pan-European digital identity framework, Aptitude supports the European Commission’s goal of ensuring every EU citizen has access to a trusted digital identity by 2026. The project focuses on privacy, security, usability and cross-border interoperability, setting the foundations for a scalable and legally robust European digital identity ecosystem.

    Led by the Ministère de l’Intérieur (France), the Aptitude consortium unites more than 141 public and private organisations from 13 European countries (Czech Republic, Estonia, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Netherlands, Poland, Portugal and Ukraine), including governments, industry leaders and technology experts. The partners involved will pilot and scale up the European Digital Identity Wallet (EUDIW) across multiple real-world scenarios, reinforcing Europe’s commitment to digital sovereignty, data protection and citizen empowerment.

    Aptitude’s pilots will be launched progressively, testing the digital identity wallet in real-life scenarios. The project supports the European Commission’s ambition for full-scale implementation of the European Digital Identity Wallet by 2026, making the wallet available to the public in phases as Member States and stakeholders finalise integration and certification for their countries.

    The current Aptitude project will validate and demonstrate the EUDIW in four pilots aiming to incorporate the solutions in the EU wallet:

    1. Digital Travel Credentials (DTC): Seamless border crossings using EUDIW-based digital passports.
    2. Tickets & Check–in: Effortless hotel check-ins, boarding passes and transport tickets via the wallet.
    3. Mobile Vehicle Registration Certificates (MVRC): Digital car ownership and rental services.
    4. Payments & Banking: Secure and convenient digital transactions for online and physical payments.

    Aptitude represents a decisive step towards a trusted, unified digital identity ecosystem across Europe. Through cross-sector collaboration and a strong legal foundation, Aptitude paves the way for a secure digital future where citizens have full control over their identity and data anytime, anywhere in Europe with a click of a button on their EUDIW.

    • The Netherlands is currently preparing national legislation to implement the European Digital Identity Framework. A public consultation on the draft legislation is expected by the end of 2026. Due to the legislative process and related national decision making, implementation is expected to require additional time and may therefore extend beyond the timeline set out in the Regulation. The current estimate is that full implementation will take place in 2028.
    • In parallel, the Public NL Wallet is under development. Current functionalities include PID acceptance, receiving notifications, submitting attestations, deleting attestations, login functionality and in person verification of attestations. Additional functionalities currently under development include the use of pseudonyms, wallet to wallet exchange and notifications to supervisory bodies.
    • The national EUDI Wallet ecosystem, including components such as the national register for wallet relying parties, is currently in the design phase. The ecosystem is intended to support participation by both public and private EUDI Wallet providers in the future.
    • Current services connected to the Public NL Wallet include login functionality and services related to healthcare identification. Additional services and use cases are currently being assessed.
    • Within the Aptitude project, both public and private Dutch organisations are actively involved. The Public NL Wallet participates in the mobile vehicle registration certificate (mVRC) use case together with the Netherlands Vehicle Authority (RDW). Dutch partners also contribute to the testing and validation of cross border interoperability scenarios within the wider European wallet ecosystem.

    Aptitude (Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem) wordt gefinancierd door de Europese Commissie binnen het Digital Europe Programme. Het project heeft als doel de volgende generatie veilige, gebruiksvriendelijke en interoperabele digitale identiteitsoplossingen te ontwikkelen. Voortbouwend op de resultaten van eerdere grootschalige pilots (Large-Scale Pilots, LSP’s)  (NOBID, DC4EU, POTENTIAL en EWC) versnelt Aptitude de invoering van de Europese Digitale Identiteitswallet (EUDI Wallet).

    Aptitude sluit aan bij de eIDAS 2.0-verordening, die inspeelt op de uitdagingen van digitale transformatie en de ontwikkeling van een Europees kader voor digitale identiteit ondersteunt. Het project draagt bij aan de ambitie van de Europese Commissie om ervoor te zorgen dat iedere EU-burger uiterlijk in 2026 toegang heeft tot een betrouwbare digitale identiteit. Daarbij staan privacy, veiligheid, gebruiksvriendelijkheid en grensoverschrijdende interoperabiliteit centraal. Zo legt Aptitude de basis voor een schaalbaar en juridisch robuust Europees ecosysteem voor digitale identiteit.

    Onder leiding van het Franse ministerie van Binnenlandse Zaken (Ministère de l’Intérieur) brengt het Aptitude-consortium meer dan 141 publieke en private organisaties uit 13 Europese landen samen: Tsjechië, Estland, Frankrijk, Duitsland, Griekenland, Hongarije, Italië, Letland, Litouwen, Nederland, Polen, Portugal en Oekraïne. Overheden, marktpartijen en technologie-experts werken hierin samen aan het testen en opschalen van de Europese Digitale Identiteitswallet in uiteenlopende praktijksituaties. Daarmee onderstreept Europa zijn inzet voor digitale soevereiniteit, gegevensbescherming en regie voor burgers over hun eigen gegevens.

    De pilots binnen Aptitude worden stapsgewijs uitgevoerd. Daarbij wordt de digitale wallet getest in realistische gebruikssituaties. Het project ondersteunt de ambitie van de Europese Commissie om de Europese Digitale Identiteitswallet vanaf 2026 grootschalig beschikbaar te maken. De uitrol vindt gefaseerd plaats, terwijl lidstaten en betrokken partijen de benodigde integratie- en certificeringstrajecten afronden.

    Binnen Aptitude worden vier pilots uitgevoerd waarin oplossingen worden ontwikkeld en gevalideerd voor opname in de Europese wallet:

    1. Digitale reisdocumenten (Digital Travel Credentials – DTC): soepel grensoverschrijdend reizen met digitale paspoorten op basis van de EUDI Wallet.
    2. Tickets en inchecken: eenvoudig inchecken bij hotels en gebruikmaken van boardingpassen en vervoersbewijzen via de wallet.
    3. Mobiele voertuigregistratiecertificaten (Mobile Vehicle Registration Certificates – mVRC): digitale voertuigregistratie en ondersteuning van autoverhuur- en eigendomsdiensten.
    4. Betalen en bankieren: veilige en gebruiksvriendelijke digitale transacties voor online en fysieke betalingen.

    Aptitude vormt een belangrijke stap richting een betrouwbaar en samenhangend Europees ecosysteem voor digitale identiteit. Dankzij samenwerking tussen verschillende sectoren en een sterke juridische basis draagt het project bij aan een veilige digitale toekomst waarin burgers altijd en overal in Europa controle hebben over hun identiteit en persoonsgegevens via hun EUDI Wallet.

    • De Nederlandse overheid werkt momenteel aan nationale wetgeving voor de implementatie van het Europese Digitale Identiteitsframework. Een publieke consultatie over het wetsvoorstel wordt verwacht eind 2026. Door het wetgevingsproces en de bijbehorende nationale besluitvorming zal de implementatie naar verwachting extra tijd vergen en mogelijk later plaatsvinden dan de termijn die in de Europese verordening is opgenomen. De huidige inschatting is dat volledige implementatie in 2028 zal plaatsvinden.
    • Parallel hieraan wordt gewerkt aan de ontwikkeling van de publieke NL Wallet. De huidige functionaliteiten omvatten het accepteren van PID-gegevens, het ontvangen van notificaties, het indienen van attestaties, het verwijderen van attestaties, inlogfunctionaliteit en fysieke verificatie van attestaties. Functionaliteiten die momenteel in ontwikkeling zijn, zijn onder meer het gebruik van pseudoniemen, wallet to wallet-uitwisseling en notificaties aan toezichthoudende instanties.
    • Het nationale EUDI Wallet-ecosysteem, inclusief onderdelen zoals het nationale register voor relying parties, bevindt zich momenteel in de ontwerpfase. Het ecosysteem moet het in de toekomst mogelijk maken dat zowel publieke als private EUDI Wallet-aanbieders kunnen deelnemen.
    • De huidige diensten die gekoppeld zijn aan de publieke NL Wallet omvatten inlogfunctionaliteit en diensten rond zorgidentificatie. Aanvullende diensten en use cases worden momenteel onderzocht.
    • Binnen het APTITUDE-project zijn zowel publieke als private Nederlandse organisaties actief betrokken. De publieke NL Wallet neemt samen met de Rijksdienst voor het Wegverkeer (RDW) deel aan de use case rond het mobiele kentekenbewijs (mVRC). Daarnaast leveren Nederlandse partners een bijdrage aan het testen en valideren van grensoverschrijdende interoperabiliteitsscenario’s binnen het bredere Europese wallet-ecosysteem.
