European Commission Publishes EUDI Wallet Use Case Manuals

27/03/2026

The European Commission has released a series of Use Case Manuals for the EU Digital Identity Wallet, marking an important step towards digital identity in Europe. These practical resources are designed to guide wallet providers, issuers, service providers in Member States through the many ways the wallet may be used in everyday life, from travel and payments to healthcare and education.

What are the Use Case Manuals?

Each manual provides a detailed description of a specific wallet pilot use case, including an introduction to each use case and the user journey, the current state of development,

references to relevant technical specifications and legislation, and governance structures.

The manuals are designed to help organisations across the ecosystem understand how to put the wallet into practice.

Types of use cases

The manuals cover a wide range of scenarios, from travel and payments to healthcare, education and legal representation:

  • PID-based identification in online services
  • eSignature
  • Mobile Driving Licence (mDl)
  • Identification in proximity scenarios
  • Payment authentication
  • Age verification
  • Digital Travel Credential (DTC)
  • European Parking card (EPC)
  • European Disability Card
  • e-Prescription
  • European Health Insurance Card (EHIC)

More manuals will be published soon that cover the following topics: use of a pseudonym in online services, educational credentials, natural or legal person representation, ticket or pass, Vehicle Registration Certificate (VRC), public warnings, European student card, and opening a bank account.

How does this connect to Aptitude?

Currently, as part of the European digital identity ecosystem, Aptitude is testing several of these use cases in real-life scenarios across Europe:

  • Digital Travel Credentials: smoother and faster border crossings
  • Smart Ticketing & Check-in: booking, validating and accessing transport and mobility services
  • Mobile Vehicle Registration Certificate: storing and sharing vehicle documents digitally with instant cross-border verification
  • Payments with Strong Customer Authentication: secure, simple and interoperable payments across Europe

These instances help ensure that the wallet will have real-life applications in and across EU borders for citizens.
