What is a Mobile Vehicle Registration Certificate?
The mVRC is a digital version of a vehicle’s registration certificate stored in the European Digital Identity Wallet. It can be used by vehicle owners and trusted drivers to demonstrate their right to drive a vehicle.
Beyond this, it supports online processes such as applying for a parking permit, benefiting from differentiated parking rates, or booking a vehicle on a ferry — services that today often require entering vehicle characteristics manually.
What Aptitude is testing
Aptitude focuses on testing how the mVRC can be issued, stored and shared across Member States in compliance with the eIDAS Directive, Implementing Acts, and the Architecture and Reference Framework (ARF).
The pilot aims to define a European approach for the mVRC, ensure interoperability with ISO standards, and validate both owner-driven and shared-use scenarios (including family use, rental cars and car-sharing platforms).
Interoperability tests will also be conducted between Member States, with possible extensions beyond Europe to foster worldwide alignment.

How it works
1️⃣ The citizen receives a digital vehicle registration certificate in their wallet.
2️⃣ The credential can be presented either online or in person, for example to law enforcement or parking authorities.
3️⃣ The owner can share access with another trusted driver, family member or rental user, under controlled and revocable conditions.
The mVRC shows how digital identity can simplify mobility, making vehicle documents portable, secure and trusted.
